A structured process for data-constrained environments

Most industrial decisions fail not from bad technology or bad intent, but from commitments made too early, with too little data, and with no structure to bound the risk. Define to Decide is a repeatable five-stage process that imposes rigor at every step, calibrates outputs to available data, and produces risk-bounded inputs that hold up under investor and technical scrutiny.

Establish the technical and commercial boundaries of the problem. Clarify what is known, what is unknown, and what must be resolved before any capital or strategic commitment is made.

Assess site, feedstock, regulatory, and operational variables. Develop the project base case scope with defined boundary conditions, ranges, and technical requirements.

Build technical and economic models across lesser, base, and better cases. Probabilistic CapEx estimation, scenario analysis, and sensitivity modeling — no false precision.

Durbin Consulting is the independent advisory practice of Matt Durbin — a principal with 20+ years leading commercial-scale industrial operations, advanced recycling systems, construction programs, and digital transformation initiatives across the cleantech sector.

Prior to founding DCS, Matt served as VP Operations/GM and SVP at Agilyx and Cyclyx International (ExxonMobil/LyondellBasell/Agilyx JV), leading the commercialization of an end-to-end supply chain and traceability platform that scaled plastics recycling from millions to hundreds of millions of pounds annually — anchoring roughly $250M in capital investment.

Current advisory focus spans post-combustion CCU integration at power plants, capital deployment frameworks for new technology commercialization, and ISCC PLUS supply chain compliance for advanced and mechanical recycling operations.
